Start by adding the cooked rice to a pot filled with boiling water, then add the dried fish, the salt, the black pepper and mix everything very well for 3 minutes.
After this time has passed, remove all the ingredients from the water, transfer them to a food processor and blend everything thoroughly until it goes smooth.
Next, transfer this mixture to a large bowl, add the wheat flour and the tapioca flour.
Season with the salt, the black pepper, the sweet paprika, the chili flakes and knead everything very well until it becomes a smooth and even dough.
Now, take a handful of this dough in your hands, roll it into a ball and flatten it, shaping it into a shell.
Fill it with beaten egg and close it, forming a dumpling.
Repeat this process with all the dough.
Next, transfer everything to a skillet over medium heat filled with boiling water and cook for 10 minutes.
After this time has passed, remove them from the skillet and drain all the water.
In a large skillet over medium to low heat, add the vegetable oil and let it heat up.
Add the dumplings we prepared and fry them until golden brown.
Serve.
